Strategic Development Panel
The Strategic Development Panel is responsible for issues including strategic planning, long-term financial planning, future budget planning, strategic estates planning and organisational priorities.
Membership: Six members of the Authority: Chairman of the Authority, Vice Chairman of the Authority, Lead Member for Finance and Strategic Planning, Chairman of the Organisational Learning and Development Committee, Chairman of Audit Committee and one further member. Currently:

Number of meetings: As determined by the panel.
Terms of reference:
1. To give preliminary consideration to issues relating to:
- Strategic planning.
- Longer term financial planning.
- Futures budget plans including the levels of and nature of efficiencies/savings and value for money.
- Strategic estates planning.
- Horizon scanning and risks and threats to the organisation.
- Service and financial planning.
- Operational and organisation priorities.
- Linking priorities to budget requirements.
- Any significant policy issue.
2. To give direction upon the progression of any business relating to the above matters through the Authority for decision.
3. To monitor (not less than three times during each financial year and after the year end):
(a) progress against the budget and capital programme;
(b) the forecast outturns, the reasons for variances and changes to the expected levels of reserves.
4. To reach a view on whether the actions taken or proposed by officers to keep the budget in balance and/or deliver the approved capital programme within the approved financing are adequate.
5. To review and develop the arrangements for monitoring the budget and capital programme and for improving the links between service performance and budget performance.
6. To report upon the above to the Authority with any necessary recommendations.
7. To give direction upon the progression of the transition to police and crime commissioners.
