Home Office Bulletin No.5 - 26 January 2012

The Home Office has issued its latest update on developments for the introduction of Police and Crime Commissioners from November 2012.  The bulletin includes guidance for local leaders on preparations for partnership working between Police and Crime Commissioners and their community safety and criminal justice partners.

Seminar - 9 May 2012

The Chairman of the Police Authority has issued a news update for partners and the business community on the transition from police authorities to Police and Crime Commissioners.  Partners will be kept informed of progress and advance notification is given of a Police Reform Partnership Seminar to be held at Police Headquarters, Martlesham Heath, on 9 May 2012.  Click to view the News Update.

Police Staff Transition

On 20 January, the Rt Hon Nick Herbert MP, Minister of State for Policing and Criminal Justice, wrote to all police authorities confirming the two-stage process for the transfer of current police authority staff to the employment of the Police and Crime Commissioner and/or Chief Constable. The letter has been made available to all staff and can be viewed here Home Office letter.

Police and Crime Commissioners - Information for prospective candidates 

On 21 November the Home Office launched a dedicated section on its website for members of the public and those interested in finding out more about the role of Police and Crime Commissioners. An information booklet "Police and Crime Commissioners - Have you got what it takes?"; details of Police and Crime Commissioners' powers and responsibilities, and candidate eligibility can be viewed via this link Home Office Website.

In due course the Police Authority and Constabulary will be making arrangements for briefing prospective candidates.

The Home Office link also provides access to the following documents:

  • Shadow Srategic Policing Requirement - sets out the Home Secretary's view of the national threats that the police must address and the appropriate national polcing capabilities required to counter those threats.
  • The Policing Protocol - sets out how the policing governance arrangements will work. It clarifies the roles and responsibilities of Police and Crime Commissioners, Chief Constables and Police and Crime Panels and outlines how they are expected to work together to fight crime and improve policing.
